Proper, moral, and needed

The new Congressman from Georgia's 10th District, Dr. Paul Broun proposed a pretty good "four-way test" that he intends to apply before deciding whether to vote for legislation:
    1. Is it constitutional and a proper function of government?
    2. Is it morally correct?
    3. Is it something we really need?
    4. Is it something we can afford?

  1. I hope he includes with #1 Is it constitutional and a proper function of federal government, rather than state or local.

  2. My impression is that he is a federalist, and that would be an important consideration.

    I'm wondering whether the list is in order of priority?
